Renewable Energy Institute (REI) joined the Global Offshore Wind Alliance (GOWA).
20 June 2025, in front of the Denish Ambasodor's residence in Tokyo
The Global Offshore Wind Alliance (GOWA) was founded by Denmark, IRENA, and GWEC with the ambition to create a global driving force for the uptake of offshore wind through political mobilization and the creation of a global community of practice. The aim of GOWA is to contribute to achieving a total global offshore wind capacity of a minimum of 380 GW by 2030, with 35 GW on average each year across the 2020s and a minimum of 70 GW each year from 2030.
REI believes in public-private partnership to work together to remove the barriers and to provide a favorable policy framework in Japan and across countries and regions for further introduction of offshore wind. Our motivation to join GOWA is to network and work together with like-minded stakeholders, public or private, to raise ambition on offshore wind and be part of an international community of practice to drive action on offshore wind deployment as a key to achieving 1.5 degrees pathways.
We look forward to being an active member of GOWA and to work together with other like-minded members to promote offshore wind in Japan and beyond.
Welcoming Comments
Jarl Frijs-Madsen Ambassador of Denmark to Japan
We warmly welcome the Renewable Energy Institute to the Global Offshore Wind Alliance. As a key voice in Japan’s energy transition, REI brings valuable insights and regional leadership to the global dialogue on offshore wind. Denmark is pleased to see strong and growing collaboration among stakeholders committed to accelerating the green transition.
Amisha Patel Head of Secretariat, GOWA - Global Offshore Wind Alliance
We are delighted to welcome Renewable Energy Institute to the Global Offshore Wind Alliance. REI’s long-standing commitment to accelerating the energy transition, building partnerships, and advancing public understanding of renewables makes them a valuable addition to our growing community. As offshore wind momentum builds in Japan and across Asia, REI’s engagement will help strengthen collaboration, amplify ambition, and support knowledge-sharing across the region and beyond.
Mika Ohbayashi Director, Renewable Energy Institute
We are deeply honored to have been invited to join this inspiring network, a dedicated and visionary community. REI is an independent think tank working toward the realisation of a renewable energy-based society through scientific research and engaging dialogue with various stakeholders. Offshore wind is a key to achieving carbon neutrality and driving a new economy in Japan and the Asia-Pacific region. This network, where leading countries share best practices, is a vital initiative. By joining GOWA, we aim to further collaborate globally to promote offshore wind while protecting ocean sustainability and biodiversity.
We look forward to learning from fellow members, excited for the journey ahead — thank you again!
