Dörte Fouquet joined BBH as partner in January 2011 and heads the Brussels team.
In 1991, Dr. Fouquet moved from Hamburg to Brussels as a civil servant and lawyer. She has been working as a lawyer in Brussels since 1993 and, until the end of 2010 she was a partner at Kuhbier law firm.
Dr. Fouquet brings with her a more than twenty-year track record in advising clients in exactly the same areas of practice that BBH is focusing on. She is a recognized international expert in the areas of energy, environmental and competition law. She has a particular focus on renewable energy, energy system transformation and expertise in the fields of chemicals, waste and waste management. Dr. Fouquet is renowned specialist in Renewable Energy support schemes with focus on Feed-In Mechanisms with their different variations and developments. During the famous debate on the first German FiT Scheme between 1997 and 2001 she was legal advisor to the German Ministry of the Environment (BMU) (ECJ Case C-379/98). In addition, she is a trusted expert partner of the European institutions and has built her reputation serving as a lawyer for international clients. In addition to the cooperation with the European institutions, she works for international organisations like the World Bank and the International Renewable Energy Agency (IRENA). Her client base includes government authorities, non-profit organisations, academic institutions and private companies. For example, for the German government she is working on renewable electricity trade with the MENA region and has been assessing the conditions for renewable energy support in those countries. At present she is senior expert in a contract with the German BMU on the further development of the German FiT. She is regularly invited as a speaker and panellist to international conferences, such as recently to the K.A.CARE international renewable energy policy workshop in Riyadh as well as to the UNECA expert group meeting about innovative financing mechanisms for renewable energy projects in North Africa that took place in Tunis in October 2012.
Further, Dr. Fouquet has been representing Director of the European Renewable Energies Federation (EREF) for more than 11 years now, and is thus constantly working with renewable energy associations on national and European level.
Dr. Fouquet has extensive experience in complicated court and appeal procedures and regulatory work. And she represents clients in national jurisdictions and before the European Courts, especially with regard to fair market access for renewable energy and the reduction of harmful subsidies for the conventional energy sector.
