Head of Energy Department of Factor CO2, a global company that provides ideas and services to tackle climate change. Agronomy engineer and Master in the Energy Sector at the Federal Polytechnic University of Lausanne, Switzerland (EPFL). Adjunct professor at the Faculty of Environmental Studies of the University of York, Canada.

Professional with seventeen years of experience, he has been deeply involved in the founding process of the International Renewable Energy Agency (IRENA) where he led and coordinated all the activities with regard to knowledge, policy, and financial mechanisms, including the Global Renewable Energy Atlas, the Renewable Energy Knowledge Gateway, the Renewable Energy Learning Partnership (IRELP) as well as analysis of the macroeconomic impact of large scale renewable energy deployment.

Before joining IRENA, he worked to establish the energy and renewables policy for the Spanish Government: the Spanish Energy Efficiency; the Renewable Energy Law; and the Spanish Renewable Energy Plan 2011 – 2020. He was also deeply involved in forming European renewable energy policies. From 2003 to 2008, he was responsible for the International Feed-In Tariff Cooperation (IFIC) project in the international department of IDAE responsible for European renewable energy promotion policy. In 2009, he participated as the Spanish delegate in the discussion on the European Renewable Energy Directive 2020. He also served as lead author for the chapter on renewable energy policy for the Intergovernmental Panel for Climate Change (IPCC) Special Report on Renewable Energy Sources and Climate Change Mitigation (SRREN).
